Minnesota State Trooper Shane Roper charged Responsible of manslaughter, prison vehicular murder and a number of counts of prison automobile operation. Prosecutors stated Roper was touring 83 mph in a 40 mph zone when he T-boned the passenger facet of a Ford Focus, killing a highschool cheerleader, two passengers and one other.
